The rate at which one currency is converted into another is an exchange rate. How rapidly the exchange rate fluctuates is its volatility. In general, the amount of money you are dealing with may dictate your sensitivity. If you are just exchanging a couple hundred bucks, a percent or 2 is no big deal. If you have a couple of futures contracts, you think basis points (hundredths of a percent) are a big deal.
