It depends on both countries foreign policy and interests in Africa, Currently China's looks Economic, with heavy investment in Trade,and Infrastructure,while US is more Social and military aid,if we look at the amount of AID, and NGOs.additionally US,investment in Africa vis a vis Europe,Asia and Americas is real low.
Thus China focus on Trade is creating,jobs,small scale businesses more so in the import sector, therefore it has an advantage, Another reason is US focus on human rights does not go down well with Africa governments compared to Chinese Infrastructural no string attached aid.
